Mw Prison Chief Blows MK 100 Mn In Procurement Of Machinery To Be Donated To MCP Campaign

Investigations carried out by our reporter has revealed that Malawi Prison Service (MPS) Commissioner and his Deputy Commissioner for operations have blown MK 100 million, to procure heavy machinery which they intended to secretly donate to Malawi Congress Party (MCP) to use for campaign purposes in the run to 2019 elections.

According to information this publication has, Malawi Prison Service bosses entered into procurement of the machinery when they had no money, on a basis that they will negotiate with government to pay for them.

As we write, the Prison Service is now negotiating with Treasury for funding of a tipper and an excavator it acquired outside its budget meant to be donated to MCP for its campaign.

This development has attracted the attention of the Public Accounts Committee (PAC), which wants the National Audit Office (NAO) to conduct a special audit on prison service, and the controlling officer to explain the procurement.

It is suspicious that the Prison Service has abandoned its core business and now securing the machinery,without informing the Finance Ministry, a move Treasury also says is a violation of the Public Finance Management Act, cementing the claims that the equipment was to be donated to MCP without the knowledge of relevant bodies and agencies.

People have called upon the the Auditor General to conduct a special audit because there could be more of these [illegal transactions].

What the Priosn boss and his people did is illegal and the controlling officer need to explain.

Section 87 of the Public Finance Management Act says a controlling officers who “commits or expends funds where there is no appropriation permitting such expenditure”, maybe suspended by the appointing authority without pay.
